Adam Turek's Method of Who Kills Who?
I went through the novel with a notebook sitting next to me. Whenever someone killed someone else directly I put it down. For instance when Cao Cao ordered Chen Gong's execution he was listed as the killer. If Cao Cao had ordered another officer to kill him though I would have put down that officer's name. In lieu of an officer landing the killing blow I put down the name of the one who ordered the execution. If the officer was just cut down in battle by a nameless soldier then I wouldn't list a killer.

The same decision: To keep and tap the person's abilities or kill him to prevent future trouble?

Same decision resulting in different outcomes for the parties concerned and eventually an impact on the kingdoms. The rational given by Guo Jia and Liu Bei are the same. If the person is killed, then who will dare join them in the future to assist in empire building?

Xun Yu and Zhuge Liang on the other hand proposed killing to prevent future trouble. Xun Yu said Liu Bei is too dangerous and ambitious who may become a future threat to Cao Cao. Zhuge Liang said Wei Yan ought to be executed for betraying his lord, Han Xuan. Since he can betray Han Xuan, he can similarly betray Liu Bei in the future.

Liu Bei and Wei Yan were kept alive. Same decision on their fate but totally different outcomes for the person who decided to let them live. Liu Bei went on to become a serious threat to Wei while Wei Yan became an invaluable asset to Shu.
